FIRPAC meeting addresses next phase bidding by professional service contractors

IDC is pleased to announce that at the most recent meeting of the Federal Industry Real Property Advisory Council (FIRPAC), which included representatives from IDC, Architecture Canada | RAIC and the Association of Canadian Engineers, our collective proposed revisions to clauses to Standing Offers provision for restriction on “next stage bidding” was accepted by PWGSC (Public Works and Government Services Canada).

The accepted revisions state that consultants providing pre-design services (ex. studies analysis or schematic design) that do not involve the development of a project brief, terms of reference, a request for proposal or similar documents for such project, may be eligible to complete a consultant or sub-consultant for a project which may result from the provision of these services. The experience acquired by a consultant who has only provided pre-design services, where the information/documentation resulting from these services is made available to other proponents, will not be considered by PWGSC as conferring an unfair advantage or creating a conflict of interest.
